The whole claim is one ablative
anyatra wants an ablative: elsewhere than. yajñārthāt karmaṇaḥ is that ablative — than action whose purpose is yajña. Outside it, this world is karma-bandhana, a bahuvrīhi: action is its bond. The imperative is samācara, carry it through, and the person who does so is mukta-saṅga, another bahuvrīhi: attachment released. yajña is left as yajña, the offering-rite. The verse has not yet said the rite is a metaphor.

Īśā 1: tena tyaktena bhuñjīthāḥ, mā gṛdhaḥ kasya svid dhanam — enjoy by means of that renouncing; do not covet anyone’s wealth. The Gita’s “elsewhere than action for yajña, action binds” is a cousin of that line, not a quotation of it. Both refuse an enjoying that has no offering in it. Neither has yet told the story of Prajāpati. That story is the next verse.
